Secretary of Defense Robert McNamara announced at Washington news conference on Jan. 3, 1963 that the administration will recommend to congress a military pay boost averaging 14.4 per cent for active duty servicemen and reservists, and putting military retirement pay on a new basis. McNamara estimated the changes will cost about $1.75 billion on an average annual basis, and said âäœalthough the proposed increase in large, I believe it to be fully justified.âä (AP Photo/WCA)
